The number of small cafés permitting smoking is growing. People were smoking in 15% of cafés in the spring of this year; now it's 50%. In sole proprietorships smoking is allowed after a court declared that the smoking laws were invalid for them. Since the court case, there have been no inspections and fines for these businesses. This explains the rise in smoking in small cafés. The great majority (95%) of the larger cafés and restauarants are complying with the law.

Yes its great isn't it?
Although I don't think the bruin cafes in my area even realised there was a smoking ban anyway.

My cafés are mostly proper Mokum joints with regulars from way back when and no one gives a toss when they light up.

But is it still an issue? I doubt it...

I am supporting smoking ban Canada style - no smoking in restaurants, offices public, public places. No soming in restaurants means all restaurants, bars and cafes and include restaurants patios and teraces.
Does not heart business at all!

The ban was written to fail.

The ideal way would have to started slowly with just restaurants, not including pubs, and the like at first.
then after a few years of people being able to breathe and enjoy their meals, include pubs that serve more food than beer.

I've always felt that bars have a right to be smoking or non. I mean people are going to get pissed anyway, why should they care about their lungs.

"pardon me sir, your smoke is bothering the screaming liver cancer i'm giving myself."

As it stands the law will be in place, but no one will follow it, and cops could give a toss (unless they get to write juicy tickets with big fines).
Just like the lawmakers truly wanted.

They wanted this to fail so they could throw up their hands, and say "we tried" knowing it would never work as written.

Sad really.

There has been smoking in bars since there have been bars.
As a smoker of rollies (which are lesser of the two evils) I honestly can understand the ban in restaurants as it is 'asocial'.
Its about choice - I said right from the start that it should be up to the owner of the establishment.
I like the "pardon me sir, your smoke is bothering the screaming liver cancer i'm giving myself."

LOL!
