As you have been in the UK for some years, the system is fairly similar to owning a car there: the annual check is called an APK rather than an MOT, and you dont have to display tax disks, but still have to pay tax on your car (cost depends on the car you buy).
When you agree a sale, the seller will give you a document that you must take to the Post Office if you don't have a dutch driving licence (make sure you complete the sale during post office hours or the garage won't let you drive it away, iirc).
You
will need to arrange insurance - this cost is impossible to estimate because you might have a small car with full no-claims bonus, or you might have a sports car with several accidents or traffic convictions on your licence. There are websites like Independer.nl that can give you quotations. It's not cheap; nothing to do with motoring here is cheap.
