I'm wondering why the job consultants in Netherlands always ask whether you are in touch with other consultants. Is the candidate supposed to contact only one consultant at one time?

Well if there's an opening it could be with many agencies, so they want to know what's going on with you and not apply you for the same job that you have applied for with another agency.
