I think that's what it's being used for, but the Intro statement for Soapbox suggests it's for ranting and raving and venting spleen. NOT for general discussions.

Perhaps soapbox and international news could be combined in some way, but I will have to think this one over with the mods. I'll let you know what our decision is in the next few weeks.
