Hello I am wondering how to switch from Dutch healthcare plan to Belgian

I am Dutch national and recently moved to Belgium as self employed (owner of BVBA) with Interim contract as well.

The situation got worse because I currently have a dispute with Partena about the amount I have to pay.

Can I get so called SIS card if I have dispute with Partena? Anyway-are there any private health insurance companies in Belgium or it is centralised and if there is a choice can I have a link to it?
